Background and Qualifications
Thomas Kibunja is an Advocate of the High Court of Kenya, admitted to the Bar in 2016. He holds a Master’s degree in Refugee Protection and Forced Migration Studies from the University of London, a Postgraduate Diploma in Law from the Kenya School of Law, and a Bachelor of Laws (LL.B.) degree from the University of Nairobi.
Thomas has experience spanning private legal practice and public service. He previously worked with P.K. Kamau & Co. Advocates, where he gained experience in civil and criminal litigation. His practice has since expanded to encompass constitutional and administrative law, legislative and regulatory advisory, international human rights law, immigration and refugee law, public policy and Environmental, Social and Governance (ESG) matters.

Experience
Thomas combines a foundation in civil and criminal litigation with substantial experience in public law, regulatory affairs and policy development. This breadth of experience enables him to approach legal matters from both a dispute-resolution and preventive advisory perspective.
His experience in legislative and policy formulation provides him with a strong understanding of regulatory intent, statutory interpretation, compliance and the management of public-law risk. He is well placed to advise clients on the effect of existing and emerging legal frameworks, their engagement with regulatory and public institutions, and matters arising at the intersection of law, policy and governance.
Thomas’ background in international human rights law informs his work in ESG, with particular emphasis on the social and governance dimensions of responsible business conduct. He brings a legal perspective to human rights-related business risk, corporate accountability, stakeholder interests and the growing expectations placed on businesses under national and international standards.
He also has specialist competence in refugee protection, forced migration and immigration law. This complements his ability to advise on cross-border mobility, immigration status, protection-related matters and the wider legal considerations affecting individuals and institutions operating across jurisdictions.
His multidisciplinary background is particularly valuable in matters involving regulatory complexity, constitutional considerations, institutional decision-making and reputational risk.
